Decentralized Poverty Monitoring
Within the framework for monitoring and evaluating the Ghana
Poverty Reduction Strategy (GPRS) set out by the National Development
Planning Commission, DISCAP worked with regional and district
stakeholders to design andimplement a decentralized poverty monitoring
This system has three elements: data collection and analysis for
20 GPRS indicators to be tracked by all districts across Ghana;
analysis of district-level development and financial management
capacity; support to local NGOs to facilitate citizen assessment of
poverty-reduction services. A strong gender-equality analysis was
applied across all elements of the decentralized M & E system.
DISCAP designed and delivered training on the new system for regional
and district officials.
